Frasco Mortiz was born on December 31, 1978 in Quezon City, Metro Manila, Luzon, Philippines. He is a director and assistant director, known for Pagpag: Nine Lives (2013), La luna sangre (2017) and Luv U (2012). He has been married to Ellen Angeles - Mortiz since January 4, 2007. They have one child.
